Sir,

In reply to your despatch Confidential of

January 19 th, 1912 directing me to furnish a report on

ar Hazeland's qualifications for a Judicial appointment

in the Straits Settlements or the Fedrerated Malay States

I have the honour to attach letters from Their Honours

the Chief Justice and Puisne Judge and a Minute from the

Attorney General in reply to a confidential enquiry from

me on the subject.

I have only to add that my own opinion

so far as I have had an opportunity of forming one

is that Mr Hazeland is an officer who commands respect

and does his work conscientiously but is somewhat slow

in getting through it.
